Are JCPOA Talks in Vienna Stillborn?

Are talks in Vienna between Iran and JCPOA signatories Russia, China and European countries to save the landmark agreement an exercise in futility?
Claims by duplicitous Biden regime officials about wanting the deal preserved are belied by its hostile actions.
They’ve taken no steps to comply with their JCPOA obligations, no indication of a shift in policy ahead.
On Monday, interventionist Blinken’s spokesman Price said the Biden regime has no intention to unilaterally lift (illegally imposed US) sanctions on Iran.
“We certainly will not entertain unilateral gestures or concessions to…induce Iran to a better place,” he stressed.
Days earlier, Iranian Foreign Minister Zarif tweeted:
“It’s sadly ironic that the State Dept is now calling on Iran to abide by the very deal the Trump (regime) abandoned.
The Biden regime “follows Trump’s footsteps while trying to use his unlawful sanctions as ‘leverage.’
Nasty habits die hard. Time to kick this one.”
Zarif and other Iranian officials stressed that Tehran will accept no outcome from Vienna talks that doesn’t include lifting of all illegally imposed US sanctions.
On Monday, an unnamed Iranian official said the aim of its team in Vienna is clear.
“Iran will start its measures to return to JCPOA commitments only after the removal of all US sanctions and verifying it.”
“Robert Malley will have to leave Vienna empty-handed if the Tuesday meeting would result in anything other than the removal of all US sanctions.”
Following Friday’s session in Vienna, JCPOA Joint Commission member states agreed to continue talks on Tuesday.
On Monday, Iranian Foreign Ministry spokesman Saeed Khatibzadeh said the main issue to be discussed this week is lifting of (politicized) US sanctions.
Iran rejects step-by-step moves to accomplish this objective.
On Tuesday, Iranian government spokesman Ali Rabiyee reiterated his country’s legitimate position, saying:
“Implementation of the nuclear deal is as simple as its violation by the US.”
“Iran will not reverse the steps it has taken in reduction of its obligations until the sanctions are completely lifted” and verified.
“No step-by-step plan has been announced by us and Iran has not accepted any such plan.”
“Today, we are at the beginning of a plan to revive the nuclear deal and the US government has no choice but to end its law-breaking behavior and illegal sanctions.”
“What Iran will do is within the framework of the previous declaration, that is lifting of all US sanctions and all sanctions imposed on the Iranian people or re-imposed or relabeled on different pretexts after Trump came to power, and all these should be removed, and this is a clear logic, and all these measures should be verified.”
“We welcome any US move to correct the wrong path of the past and return to the right path.”
“No direct or indirect talks with no US sides has or will take place in Vienna or anywhere else” — no renegotiation of what’s been negotiated and agreed on.
“We will provide the G4+1 with the course of action that the US should pave and the comprehensive sanctions that it should lift.”
Iran fully complies with JCPOA provisions. The US and E 3 countries flagrantly breached them.
Saving the deal obliges them to return to full compliance — beginning by lifting all illegally imposed sanctions.
Biden could take this step by executive order.
A stroke of the pen could return the US to JCPOA compliance, lift illegally imposed sanctions, and save the landmark agreement.
After two-and-a-half months in office, Biden regime hardliners have done nothing to move in this direction.
Whatever they may or may not agree to in Vienna or its aftermath, longstanding US policy toward Iran remains unchanged.
As long as the Islamic Republic remains free from US control, its war by other means on the country will continue targeting it for regime change.
Hard-wired US policy toward Iran for the past 42 years remains in place by both right wing of its war party.
